Hub taxpayers getting whacked with soaring rates could be getting more help from museums, colleges and hospitals, but many tax-exempt institutions opt not to make voluntary payments to ease the burden.
``In my opinion, some are not paying their fair share,'' City Councilor Steven Murphy said, referring to the in-lieu-of-tax payments made by some nonprofits. ``They are not what they should or could be.''
