MONTREAL(CP) -- Fifteen people were arrested Thursday after police busted a telemarketing ring operating in Canada and the United States that often preyed on seniors, the RCMP said.

The panel will submit its final report in the spring.

State Sen. Bill Belanger, R-Bloomington, has introduced legislation to change state law to allow moving companies to donate their services to charity.
The bill, which passed a Senate committee last week, is aimed at fixing a quirk in state law that hobbles moving companies’ efforts to provide free services to charitable agencies, according to Belanger.
The measure has the backing of Gov. Tim Pawlenty, Belanger said.

A recent report on non-profit organizations in Alabama shows that three groups in Cleburne County make a positive impact.
The report, The Alabama Nonprofit Sector Report, aims to build awareness about the vital role nonprofits play in Alabama�s economy.
The primary source for the data comes from Form 990 annual reports filed with the Internal Revenue Service by charitable groups with over $25,000 gross annual receipts and information from the Nonprofit Resource Center of Alabama.
�At the end of 2002, Alabama had nearly 10,500 charitable nonprofit organizations registered with the IRS, and this figure does not include the state�s foundations and religious organizations which also positively impact their communities,� said George Elliott, NRCA�s executive director. �Of this amount there were 3,161 reporting charitable nonprofits, and these organizations had $6.6 billion in expenditures in 2002 - five percent of the Gross State Product in Alabama. Also, the value of the assets of the reporting nonprofits totaled $11.6 billion. These figures underscore the tremendous impact that Alabama�s nonprofit sector has on our state�s economy.�"

After learning of the local post office�s initiative to donate undeliverable books to libraries and other organizations, the U.S. Postal Service on Wednesday sent a nationwide directive ending such programs.
A postal spokesman in Baltimore said the Hampton Roads regional office isinterpreted the rules on disposing of undeliverable books. Undeliverable mail has incorrect addresses or has been refused by someone at the address. Periodicals, publications, merchandise and product samples may be donated, said spokesman Bob Novak. But books and music recordings must be mailed to one of three sites across the United States to be auctioned , he said.

That is exactly what the students at Tara Heights Elementary School asked themselves after hearing about the tsunami that tore through Asia last month.
Their solution: a program called Coins for Compassion.

Last month, I noted that while all the proceeds for the yellow 'Livestrong' wristbands sold at Nike and Discovery Channel stores were being donated to cancer research, only one-third of the proceeds for the camouflage-green 'Support Our Troops' wristbands sold at 7-Eleven were being donated to the USO. I have since learned that 7-Eleven isn't the only business taking a substantial cut of the proceeds from the sale of so-called 'awareness bracelets.' As the varieties of these bracelets have proliferated during recent months, the charitable impulse that is their ostensible reason for existence has steadily declined.
For instance, a tsunami-relief bracelet costs $2, only half of which goes toward relieving problems caused by the recent massive tidal wave in southern Asia. Labour Party Spokesperson on Community, Rural and Gaeltacht Affairs, Deputy Brian O'Shea, has called for legislation on charities to be updated as soon as possible to ensure that bogus charities are not established as fronts for terrorist organisations to launder money.
Deputy O'Shea commented, 'Last week the Minister for Justice, Michael McDowell, reassured me that there was no evidence of terrorist organisations abusing charities legislation for this purpose. A charity dinner involving the British Prime Minister's wife, Cherie Blair, is expected to raise a 'substantial six-figure sum' for the Starship Foundation, the event promoter said today.
However, Sydney-based Markson Sparks declined to comment on whether Mrs Blair would be paid a fee to speak at the gala dinner next Monday night.
'I'm afraid I cannot comment on that at all,' said Max Markson, who runs the publicity company.
'I'm contractually bound, unfortunately.'
After speaking in Auckland, Mrs Blair heads across the Tasman for a similar series of engagements on behalf of Children's Cancer Institute Australia (CCIA).
Her week-long visit to Australia has sparked an outcry in Britain, after claims that she could be paid fees totalling as much as 100,000 pounds ($NZ265,000). "
