Influx of agencies makes it harder for nonprofits to raise the money they need

Each year, St. Martin's Child Center in Berkeley sells the candy as one of its major fund-raising events. The $3,000 the sale raises means a lot for a child-care nonprofit agency with a limited budget, said Bush, its executive director."
