In other words, you know that your organization has a specific program or project for which you will use the grant. It has a reasonable likelihood of obtaining a grant, being stable, with adequate financial controls in place. You have already identified all other existing resources in your community, town, county and, if appropriate, state that deal with the same issue, and investigated possible short- or long-term partnerships with these organizations for your particular program or project."
