Richmond panel supports temporary exemption on charging nonprofits for city services | Richmond Times-Dispatch: "A proposal to at least temporarily exempt most nonprofit groups from a long-overlooked fee for city services is headed to the Richmond City Council for approval.
The council's finance committee voted 3-0 today to support an ordinance that would significantly scale back the groups that would be charged a fee based on the value of their real estate holdings."
