Charities have struggled to recover ground lost from the response by some nonprofits to the 9/11 terrorist assault.
A new report from the Brookings Institution's Center for Public Service shows that confidence in charities has waned since the attacks.
The surveys began in the aftermath of 9/11, when some charities that collected donations for victims drew negative publicity about their allocation decisions. Only 11% of those surveyed in the recent report thought that charities spent their money wisely, down from 14% last October. Fifteen percent of respondents said they had a ''great deal'' of confidence in charities, down from last year's 18%."
