In Southern Serbia, if a debate or other event organized by a non-governmental organization attracted more than 40 citizens, it is declared a qualified success. Majority of citizens in the south don't trust the NGOs and think of most of them that they are 'foreign mercenaries'. The municipal authorities mostly cooperate with the third sector organizations that have proven themselves, whatever this statement may mean"
